Smart Call Home testing fails when the message level for the destination profile is set to 3 or higher.

Enabling or Disabling Smart Call Home
Purpose
Enters global configuration mode.
Enters Smart Call Home configuration mode.
Enables or disables Smart Call Home.
Smart Call Home is disabled by default.
Saves the change persistently through reboots
and restarts by copying the running
configuration to the startup configuration.
